Conference "Prospects of Information Society
development in Ukraine"

 

APPEAL TO UN, GENERAL DIRECTORATE OF EEU ON INFORMATION SOCIETY ISSUES AND INTERNATIONAL ORGANIZATIONS

We, participants of Conference "Prospects of Information Society development in Ukraine", business, NGO and academia representatives, having thoroughly analyzed the level of ICT implementation in the system of state government, business and policy, would like to ascertain inappropriate attention of state authorities concerning IS developments countrywide.

Generalization, red tape, failure to comply with reality and meet social demands and requirements of economic progress - are concerned as the main features of the present state policy in ICT domain.

Today, we would like to stress that:

- IS development is high-priority and focal trend of human development on contemporary stage;

- IS formation and successful application of ICT in the system of state governing is the key precondition of rapid socio-economic development of Ukraine, and its soonest integration into European and world community;

- Development of ICT and IS formation is the most efficient tool of Digital Divide countering; aspect that is seriously concerned worldwide;

- Business and NGOs are completely remote from the process of ICT policy elaboration and realization in Ukraine, which is presently considered as the most negative domestic peculiarity;

- Legislation, that regulates interrelations in ICT domain, is rather outdated and is mostly applied in order to establish regressive state policy of pressure;

Principles, that unite our aspirations to promote Information Society advancement in Ukraine

- Every citizen, regardless of his/her social position, religious beliefs, nationality etc is able to access information freely;

- Formation and consistent development of Information Society is possible exceptionally under the condition of close threefold collaboration, precisely between: government, business and NGOs;

- Successful development of IS and ICT for All will be fulfilled provided that a number of crucial legislative drafts are adopted (including "Information Code of Ukraine") and national ICT legislation is subsequently harmonized with common European regulations.

Reasoning from aforementioned, and considering the variety of vital Information Society documents, including Okinawa Charter, Millennium Declaration and Memorandum of Understanding with EEU General Directorate concerning Information Society development in Ukraine - we, participants of Conference. "Prospects of Information Society development in Ukraine" - business, NGO and academia representatives state that:

- Information Society development is not the priority of state policy in Ukraine;

- Appropriate legislation in ICT domain is completely ineffective;

- State authorities improperly use leading experience and scientific-technical potential of civil communities and business sector;

- Telecommunication market is still unready for successful and rapid development of Information
Society and ICT application in the system of state governing;

- Formation and elaboration of target programs is executed without broad involvement of civil society and business sector voices;

- Civil organizations of Ukraine, working in ICT domain, currently trend toward initiating preconditions of Information Society creation that will be highlighted within the framework of present Conference.

Consequently, We, participants of Conference "Prospects of Information Society development in Ukraine", business, NGO and academia representatives appeal to UN, EEU General Directorate and international organizations with an offer consisting in:

- Alteration of partnership trend with Ukraine by means of considering civic initiatives as such that more optimally comply with contemporary realities, demands, and interests of Ukraine's citizens;

- Execution of monitoring outlook of state and civic initiatives aimed at ICT development, their application in state governing processes and Information Society formation in Ukraine;

- Initiating of IS advisory board establishment on permanent basis focused on consulting and expertise of civic and state-oriented initiatives on Information Society building in Ukraine;

- Co-organization the working section on civil society, business and government collaboration in the process of state policies on Information Society development.
