APPEAL TO UKRAINIAN BUSINESS SECTOR STAKEHOLDERS
Establishment of Information Society in Ukraine naturally begins
along with formation of its physical infrastructure, precisely:
construction of fiber-optic networks, increase of PCs penetration
amongst individual and corporate users, expansion of mobile communication,
including Internet access, increase of mobile penetration, formation
of server nets etc.
Aforementioned preconditions, as well as software elaboration for
meeting demands of either domestic market, or transnational corporations
are considered as rather beneficial business trend. ICT market increases
rapidly - personnel and companies are easily getting accustomed
to conveniences and broaden opportunities of Digital Age, and therefore
could not imagine their daily performances without being involved.
By adopting the laws of Ukraine on "E-signature" and "E-documents
circulation" the demand for creation of local information networks
within the framework of single corporation, software elaboration
for information encoding and its protection against unauthorized
access, users' identification, and also viruses combating, will
obviously increase.
Domestic ICT market turnover will soon increase significantly provided
that ICT legislation is adopted. Furthermore, Ukraine owns highly-educated
personnel potential in ICT domain; over several years the variety
of Ukrainian higher educational establishments certify qualified
specialists on computer information protection, physics of computer
technologies, programmers, administrators of local networks and
other experts that are demanded on ICT market.
Slow rates of state sector of communication and informatization
cause the lack of long-term outsource investments in ICT market.
Despite, the National Program of Informatization and formation of
the national segment of World Wide Web have been adopted already.
Moreover, project on e-government application has been effective
over the year so far.
Consequently, it is right time to invest in computer business, ICT,
set up outsourcing and computer networks and database service companies.
The overwhelming majority of entrepreneurs who will grasp certain
share of ICT market today - will turn out owners of prosperous business
tomorrow, and the day after tomorrow into mighty power of Information
Society economic basis.
We, Conference participants, appeal to domestic business sector
stakeholders to contribute to the advancement of the national segment
of Information Society at the expense of national, not foreign or
international capital.
National Information Society should be formed on the ground of domestic
business funds, ensure employment opportunities to Ukrainian specialists
and benefit Ukrainian businessmen!
